Medical coverage for most dual-eligibles continues to run through Medicare and, separately, regular Medicaid, rather than being folded entirely into the MLTC plan.

Mandatory MLTC enrollment in New York City has been in place since 2012 and is a settled program, not a pilot in transition -- unlike some other regions of the state where MLTC rollout has been more recent.
